This paper analyzes the Clinton Administration's policy toward the People's Republic of China from the perspective of how the president manages his relations with Congress while implementing his foreign policy. In the first part of this paper, I established a framework to analyze this relationship by using a two-dimensional axis of coordinates. The axis of abscissas represents how much the president has accomplished his poliyc in terms of timeliness, consistency, and effectiveness. The axis of ordinates represents how much Congress cooperated with the president. Positive cooperation of Congress includes passing legislation and resolutions which support the president's foreign policy. On the other hand, negative cooperation includes passing legislation and resolutions which hinder the president's policy, forcing the president to use his veto power, and overriding vetoes. The first quadrant incidicades where implementing a policy achieved results that were the "most favorable to the president" because he accomplished the objectives of his China policy, and Congress was cooperative. On the other hand, the third quadrant is the "least favorable to the president" because he gained only negative results from confronting Congress. The second and the fouth quadrant demonstrate that the policy result was "not so favorable to the president." The former indicates where the president accomplished nothing positive although Congress was friendly. The latter indicates where the president accomplished something postivie but Congress was not helpful at all. I chose major events which took place between the U. S. and China from 1993 through 1998, and analyzed how President Clinton implemented his policy using the above framework. Each event was categorized by four important issues involving the two nations: security, economy, human rights, and diplomatic relations as a whole. In the second part of this paper, I analyze major events affecting the United States and the People's Republic of China from 1993-1995. These events include the renewal of China's most-favored-nation (MFN) status in 1993, 1994, and 1995, the decision to issue a visa to Taiwan President Li Teng-hui for his private visit to the U. S. in 1995, and Mrs. Hillary Clinton's attendance at the United Nation's Fourth World Conference on Women (the so-called Beijing Conference) in 1995.
