In Japan, the first parks have been established according to the Cabinet Proclamation of Jan. 15, 1873, with a few exceptions. And they were welcomed by the people as the symbols of "civilization and liberty" in the earlier part of Meiji Era which had succeeded the long Feudal Age, nevertheless so poor were their design, equipment and use, as each of them had almost been the outgrowth of modification of traditional private gardens. It was inevitable that they led but to the dissatisfaction from the standpoint of the modern civic life. In Hokkaido, "the new world of Japan", however, we can find an influence, distinctly occidental, on parks and gardens of those days, not only from the landscape architectural point of view, but also in park policy. Such a phenomenon may be recognized as the characteristic fact of Japanese civilization.
