1. As the author reported in 1934, the first parks in Japan were established according to a Cabinet Proclamation of Jan. 15, 1873, with a few exceptions. 2. The few exceptions, which have been found not only in Yokohama, but also in Sapporo and other principal cities in Hokkaido, however, are worth special mention from the historical point of view in park administration. 3. On the growth of parks in Hokkaido and its social background, the author already reported in 1962. And in this report, the author explained the history of the park administration in Yokohama from the beginning to just after the war disaster. 4. After the opening of the port of Yokohama in 1859, Japanese Government was obliged to concede an extraterritorial foreign community in the city. The members of that community claimed to have a "public garden" for themselves. And there. fore "Title Deed for A Public Garden on the Bluff of Yokohama", which was given them in 1870, is the first page of the history of Japanese park administration. 5. Yokohama, the great open port, had since then to go on through a series of hardships-the great earthquake in 1923, the war disaster in 1945, and up to now being saddled with a base of U. S. Army. 6. Yokohama, as such, tells that Japanese park administration started as one of foreign affairs, prior to be a home affair there.
