There have been a number of educational reforms made in the Japanese education system over the last several decades. Between 1984-87, during Nakasone's term of office, an ad hoc reform council on education (Rinkyoshin) was commissioned with the explicit objective of looking at ways to liberalize Japanese education to make it both more competitive and give it greater flexibility and freedom. Over 500 recommendations were made, issued in four reports. In analysing the effects of those recommended reforms, to allow a longitudinal analysis of the Japanese education system from elementary to tertiary education, particular emphasis is placed on changes made to the university entrance examination system, the teaching of moral education, and the consequent stance taken on the classroom teaching of the national anthem and allegiance to the flag. It is concluded that the reforms did not bring about the changes in the light the Rinkyoshin envisioned, and that those reforms that were implemented did not meet the objectives of the Rinkyoshin in terms of an increase in liberalism.
