This research compared two types of recreation associations founded by prefectures and other city/town/villages administrative organizations in terms of management issues and their role in community care through the questionnaire survey. The organizational base of the recreation associations funded by city/town/villages is not firm because of insufficient funding and inadequate human resources. These are affecting the welfare in the community, although staff in the recreation associations try to contribute to community's welfare. On the other hand, the recreation associations founded by prefectures however did not have such problems. The recreation association founded by city/town/villages should make an effort to set up a network among welfare oriented groups (eg, volunteer groups, recreation groups) to overcome the financial and human resources deficiencies.
