We indicated in the 1st paper that the Ministory of Agriculture, Commerce and Industry, 'Noushoumushou', intended to organize all of small farmers into 'Noukai' and 'Sangyou Kumiai' in order to expand all of national farm products. So, in this paper, we studied next how local administration of agriculture was developed under the influence of Central Government's administrations, as the case of Aichi-Prefecture and Akita-Prefecture. Generally speaking, it was considerably carried out the keynote administration of organizing small farmers, in the both prefecture. So, we have to say that the scopes of choice were limited, in the local administration of agriculture, in the second half of Meiji Era. Still, in the concrete substances, we can find each administration was affected by local condition, such as Aichi-Pref. putting stress on encouragement of poultry farming etc. toward the large city Nagoya, and Akita-Pref. on improvement of rice quality in order to get rid farm products of spoiled rice 'Akita Humai'.
