The regional differentials in economy and society created in Japan have resulted in population flow from rural areas to metropolises. Due to the continuous severe economic environment, the Japanese Government is losing its financial and political power over local governments. The Japanese Government has carried out many policies to rearrange industries in local areas through national comprehensive development plants, the new industrial city concept and the technopolis project. Local governments have also worked on economic promotion policies to attract factories and to develop regional industries. However, industrial technology, information technology and internationalization have advanced in the Japanese economy and society. Consumers' needs have become more and more personal and diverse. Local governments are facing many problems such as deregulation, decentralization, merging of municipalities, breakdown of the price system, newly located hyper-marts and shopping centers in the suburbs, and the decline of the central commercial areas. As a result, local governments have lost their direction. Local governments need to establish regional economies with the potential to develop autonomously. In order to realize this, it is crucial to set up a structured 'tower-type' regional economy by comprehensively improving the well-being and the standard of living of local people, supported by the accumulation of industries' and infrastructure.
