This report is the last of a series of three reports. The American author is indebted to the University of Massachusetts Boston which allowed for a sabbatical leave-of-absence to do the research. The authors are both grateful to the National Diet Library, and the librarians at the Kensei Shiryo-situ (Modern Japanese Political History Materials Room), in Tokyo, and to Chukyo University for the services rendered in the drafting of the data.
