After he was exiled to Japan in 1898, Liang qi chao absorbed many thoughts of the West through Japan. As early as August in the next year, 1899, he began to contribute to Qing Yi bao (China Reports) a serial article titled, "Ying bing shi zi you shu (Considerations on Liberty)," written in an informal style. He opened his first article (Qing Yi bao, number 25) with "what is the most important to the development of human mass, J. S. Mill notes, is freedom of thought, freedom of speech, and freedom of publication." This sentence makes it clear that he had encountered On Liberty by J. S. Mill in an early stage of his life in Japan. In fact, the foundation was already formed for his belief that it is those who search for freedom that accept a new thought. The article, "Qiang qun lun (On Strong Rights)" (Qing Yi bao, number 31), in which he recommended people to read Section 8, "Arguments for human rights," is also included in "Ying bing shi zi you shu." It is based on Der Kampt urns Recht (Battle for Rights) (1872) by Rudolf von Jhering (1818-1911), which was partially translated in Book I of Yi shu hui bian (Collected Translations), published in December, 1901. Liang attempted to complete the translation of von Jhering's book, which indicates his eagerness to accept thoughts from the West but was unable to finish. This paper covering Sections 7 to 9 continues the translation, previously published by the author.
