English instruction in school has long been criticized as ineffective. There is a reason for this: Although many teaching methods have been developed in the past, they all have failed to accurately measure the progress that the advocates claimed was made by using their methods. If there is no way to measure progress, there is no way to prove how good the method is. This has caused ambiguity and has given the impression that English instruction is ineffective. Today Japanese companies are showing keen interest in English instruction. More accurately, their interest is not in the instruction itself but in securing a sufficient number of English-speaking employees to succeed in international business. In this sense, English training in companies has a clear goal, and in order to measure English proficiency, many Japanese companies are using a most reliable English proficiency test, TOEIC. The purpose of this paper is to determine the average Japanese company worker's current level of English proficiency and give some suggestions about how to meet the target level set by the companies.
