In Japan, learning English has been very popular since World War II, and it is much more so today as the nation is internationalized culturally, politically, and commercially. As a result, Japanese who use English at work are gradually increasing in number, but they are still in strong and growing demand. However, English instruction in Japan does not seem to have been conducted as much on scientific data as it should be. It is understandable because there are an innumerable number of unpredictable factors, especially human factors, in language instruction. Based on statistics obtained from an English proficiency test (CELT) administered to Japanese students and to those from other countries, this paper supports the widely accepted assumption that Japanese students are strong in grammar but weak in spoken English. Japanese students' proficiency in grammar turned out to be fairly high, but their proficiency in spoken English was much lower than anticipated. This finding shows an interesting feature of English proficiency common to the Japanese people who have received English instruction in a traditional way in school. And this also can be an invaluable piece of information for developing English programs for the Japanese audience.
