In general,early detection in Japan has been running superior by the law.Mother and child was claimed and accepted as an important mission.The screening early as birth is including to individual and also group age-test.The distinctiveness of Japanese early detection is the various kinds of staff on child's screening besides doctor are required as the important roles in early detection.Consider to Thai early detection,even though,there is no law about early screening to child,there is a policy of the Ministry of Public Health to promote mother and child health.In year 2003,The Ministry of Public Health has focused on screening to autistic child.This policy was started from their public health officer for observed a child.This can be the beginning step of perfect early detection in the future.However,lacking of staff,equipment and budget were found in rural and small town in both countries.While in Japan the system of early detection has changed from the Public Health Centers in Prefectures to municipalities.Therefore a whole of information may not be completed which effect to service.In Thailand,the age of child to have an examination can be over 3 years which is too late for detection.Besides,there is the series of health examination has not done properly.Japanese early intervention was supported by Law.There are many types of early intervention place.Most of children and their parents come to receive individual development's program.The transition system from early detection and early intervention in Japan is systematic.In addition,there is the child confidential card record from the fetal stage to school age.The importance of Thai's early intervention was stated by law and policy.In every province,there is a special education center for early intervention service.In addition,the inclusive class for preschool with disabilities also set up.Yet,lacking of staff,device and budget are still the main barriers for both countries.Thus;the quality of service is also different.In addition,the attitude toward disability is slow down the task of early intervention.Low expectation and misunderstanding about disability may cause in secondary disabling conditions which further limit their capabilities to benefit from educational opportunities.
