Nagasaki Park, which was called Suwa Park before it was transferred to the city as the city park in Meiji 23, is the oldest park in Nagasaki prefecture. It was established in Meiji 7 in compliance with a cabinet (Dajo-kan) decree of the previous year that mandated the creation of five parks in Tokyo and sixteen in local areas. The parks created by this decree were set up in temple and shrine precincts, old places of scenic beauty, castle sites, and other historic sites that had been popular vacation spots till the end of the Edo era. Though set up to modernize Japanese cities by introducing the Western concept of public park, these parks do not imitate European and American styles and are therefore different from most parks created after the opening of Hibiya Park in Meiji 36. Nagasaki Park is located in the forest of Mt. Suwa, where Suwa Shinto Shrine was built to worship the tutelary gods of the place. Mt. Suwa had been a place of worship since the age of Jingu-ji temple, founded in 819 (Konin 10). This site provides a good example of the genius loci of Japanese landscape.
