Yasuhei Nagaoka, who was engaged by the Park Division of Tokyo City as a landscape gardener, designed many parks during the Meiji and Taisho periods. It was the time when Japan had begun to make public parks. And it was also the time when Japan had been trying to be modernized. Modernization meant Europeanization and Americanization and affected almost all areas of life as it transformed the social system and cultural practices. Hibiya Park was one of the most symbolical ones. The 19th Century was a period of modernization also for Europe and America. The development of public parks in the modernized European cities such as London, Paris, and the major cities of Germany intended to provide a more pleasant atmosphere for the common people. The development of public parks in Japan should be understood in this same context. Many parks were made imitating European style. Nagaoka did not follow the new style superficially. He believed that cultural values and taste naturally develop over a long period of time as a response to and within the context of the natural environment. So he put the base on the way of Japanese landscape gardening. However, understanding the psychological needs and disposition of the society of his days, he chose a wilder style than traditional one, and introduced from Europe the concept of parks for the people. He intended the parks where the common people could enjoy nature as they roamed over fields and hills. Responding to Japan's natural landscape with her massive mountains, steep ravines and dense forests, he transformed Japanese parks to reflect that natural environment.
