This paper aims to show the limits of national citizenship which is based on the modern nationstate and considers the problems associated with "post-national" citizenship. The traditional theories and discussions on national citizenship have presupposed the regime of the nation-state, so that they have been apt to focus on the questions about the expansion and retrenchment of the formal citizenship which is grounded on the equality within a national community. However, this traditional framework of national citizenship cannot deal with the substantial citizenship and the cultural rights which recognize cultural difference and social participation of diverse people beyond the nation and the nation-state in the global era. Recently, this post-national citizenship has been widely discussed against the backdrop of the growth of cross-border migration and labor mobility, and the heightening of the universal human rights consciousness. This paper places the limitations of the national citizenship in the context of the social changes caused by the globalization, especially after the late 1980's, and analyses the conditions of the emergence of post-national citizenship. As a conclusion, I suggest that it is important to think about post-national citizenship in terms of social participation in local community to realize the impact of cultural change and difference.
