This study focused the potential market segment about soccer behavior. A potential market segment, that includes many citizens of great wants and is most likely to be responsive to sport services, is one of the most important segments to be considered by local government in the implementation of strategic marketing plan for promoting sports. Therefore, the purpose of this study is to clarify the factors which constraint the participation in soccer behavior of the junior high school students who corresponds to a potential market segment about soccer behavior. The results were summarized as follows: (1) Male and female of a potential group have the well alike characteristic. (2) Male and female was "there is no opportunity" the strongest constraints factor. However, the difference was found by the contents, which have influenced that there is no opportunity. (3) The constraints factor had the female stronger than the male at almost all items. Based on these results, an improvement of a children's sport environment and enforcement of a sport promotion policy are desired in order to contribute to realization of lifelong sport society.
