Recently the elderly abuse is receiving attention as a most serious problem in the care of the elderly. However a law for the prevention of the elderly abuse has not yet been enacted in Japan, while laws to prevent abuse to children, animals and DV have already been implemented. In Europe and the USA, the issue had been taken more seriously preventive measures having been taken, starting with "Older Americans Act" that took effect in 1965. It is expected that Japan takes a quick action toward establishing the legal framework of the elderly abuse prevention, as it is not possible to solve the problems solely with the existing laws on the elderly care. However, we see that the efforts have been made in local level, with 71 municipalities setting up special working groups to solve the problems of the elderly abuse. With number of grass-root preventive actions growing and mass media picking up the issue, it is most waited for a government to take a quick action on the matter before the reform on the long-term care insurance system will be implemented in the year 2006.
