The arc of the Japanese islands is the narrowest where the central part of mainland meets its Southwestern part. The structural movement of Setouchi formed Lake Biwa and the depressed coast of Wakasa Bay. In this region, there are many fault valleys running in a N-S direction, along which traffic routes have been developed. Aebano is a diluvial upland situated in the north of Hira mountains (Fig.1A), and both sides are dissected by the rivers Ado and Ishida whose delta is the largest on the west coast of the lake. This delta is a rice field reginon which has remains of the historical farm-land system (Jori-sei) just as the granary rich Ohmi Basin Lying on the eastern and southern coasts. The dominant crop of Ohmi Basin is aquatic rice whose productivity is high on the east coast and low on the west coast. On the west coast, the rice productivity is lower in the North than in the South. (Fig.2) The village of Aebano, located a little to the north of the west coastal plain, is a farm village of medium size among others in Shiga prefecture where side jobs are fairly developed. Aebano upland has been put to use by villagers as their common land ever since the medieval ages. While most uplands in Japan have been brought under cultivation ; some already in the Edo era, others after the 2nd World War at the latest, this upland has remained waste up to now without any project of development, for it was used for military purposes since the Restoration and taken over by the U. S. Army as a site for manoeuvres after the War, being used at present by Japanese Self-Defense Forces for the same purpose. What is worth mentioning of Aebano Udland is that common rights are still maintained notwithstanding its purchase for military use in the middle of the Meije era. Since then, the national policy has been to eliminate commonage from State lands, but traditinal common rights were and are maintained in upland because it has been a site used for military purposes. (Fig.B) In this report, Aebano Upland, left far behind among the other advanced regions in Kinki district, was brought to light in regard to the historic use of the land as well as its characteristics.
