Japan's local autonomy system as introduced in 1909 has two tiers consisting of prefecture ('to,' 'do,' 'fu,' and 'ken') and municipalities('shi,' 'cho,' and 'son'). Prior to World War Two, prefectures have two functions: one being that of a local public entity, and the other being a (local) extension of the national government. Following the war, although the direct election of governors was introduced, prefectures continued to serve as part of the national government On the other hand, municipalities gained power through an on-going series of mergers, (e.g., The number of so-called 'Designated Cities' increased from 5 to 13.) Consequently, it seems that municipalities may regard prefectures as obstacles; and residents of municipalities may disdain this system as a duplication of local autonomy. The purpose of this article, via the introduction of specific examples of "illusions" about prefectures, is to show that the prefecture system is now in the process of being abolished.
