Over the last two and a half years since its inauguration, the Koizumi Cabinet has launched various experiments, which are of great interest from the viewpoint of public administration studies, bringing up a number of new issues for debate. For example : 1) With regard to the relationship between the Prime Minister and the Cabinet, Mr. Koizumi handpicked his cabinet members without seeking advice from party heavyweights or others ; 2) With regard to the relationship between the Cabinet and the ruling party, he submitted important bills to the Diet even when the ruling party were opposing the bills ; 3) With regard to the relationship between the Cabinet and the bureaucracy, the Cabinet directly appointed top-ranking officials at the Ministries of Foreign Affairs and Finance although such appointments are traditionally made by the competent Minister ; and 4) With regard to the relationship between the Prime Minister and each competent Minister, Mr. Koizumi himself, not the Health Minister, announced the government's decision not to appeal against the District Court's judgment on the so-called Hansen's Disease Case. I would like to forecast whether these experiments, which are deeply linked with the essential elements of the parliamentary and bureaucracy systems, will eventually start to regress or continue to evolve dialectically.
