International terrorism is an anomaly in international political affairs. The anomaly changes international security atmosphere, and the changed atmosphere brings about new security policies, and the policies establish a new international order. That is, international terrorism creates a new international order through new security pollcles. At the present time in which the probability of the outbreak of wars among powers is unthinkably low because nuclear weapons are de facto prohibited in wars, international terrorism is a starter to change a world system from the systematic wars of the first and the second world war. In this context, 9.11 terrorism pull a trigger to create a new world order like a greater American KAI(a civilized/barbarian) order instead of a traditional state-centric international order. This hypothesis will be analyzed through the change of American security policies from border security to frontier security.
