The author tries to identify determinants of intra-regional movement of persons in East Asia by estimating macro-economic functions of movement of persons and by creating a micro-economic theory on the choice between domestic and foreign workforce. Main findings are 1) intra-corporate transferees do not increase and relocation of personnel takes place since the middle of 1990s, 2) most of the movement of persons can not be explained mainly by macro-economic factors, 3) migration of student and trainee are also affected by push or pull factors, 4) the choice between foreign and domestic labor may depends upon comparison of training cost of domestic labor force and wages cost of foreign worker. It is recommendable that the Economic Partnership Agreement of "ASEAN+3" should incorporate measures 1) to facilitate intra-corporate transfer / training and to strengthen their networks, 2) to strengthen human resources development, 3) to encourage return migration from North America / Europe and 4) to encourage bilateral agreements for protection-of low skilled workers.
