The focus of educational assessment has been shifting from rating to supporting students' learning. In English teaching and learning, new ways of assessments, such as criterion-referenced assessment, task-based assessment and continuous assessment have also began to be employed. The objective of this paper is to report on the issues in the new movement in assessment of students' English abilities. The subjects are as follows : 1) the criterion-reference assessment, which was prescribed in the Course of Study for foreign languages, 2) proficiency tests and their characteristics; TOEFL, TOEIC and STEP English Proficiency Test are surveyed. 3) introduction of task-based teaching and task-based assessment as a new way of encouraging the students' use of English for communication.
