In February 19994, the Seamless-pipes manufacturing plant of Nippon Steel YAWATA Works started "New Production Control System for seamless-pipes". This system has a sub-system which provides a production scheduling function. This sub-system had been started in November 1993 in advance. In this paper, we propose a scheduling method applied in this sub-system. At first we define the production planning for seamless-pipes as "a job-shop scheduling problem" in "periodical loading". Then we discuss a method for sequencing orders, whitch is the basic solving logic of this sub-system. This method is one of the dispatching methods based on event-driven simulation. We explain a technique how we applied this method to the development of this sub-system. Then refering a real plant operation, this is one of two plants YAWATA works has, we discuss the effect of this methodology from the stand point of scheduling optimization. In the last part, we explain the function of this sub-system, and the relation between this sub-system and "New Production Control System for seamless-pipes".
