Because luck of regulations for soil and groundwater at oil released sites, benzene, one of the hazardous chemicals in oil, oil content such as TPH or n-hexane extractable, odor and/or oil slick are used to evaluate contaminated sites in Japan. The author determined the relationship among TPH and other oil indicators and hazardous chemicals such as odor, benzene, and PAHs. In addition, the site remediation plans were compared between TPH regulations and risk-based decision making. In result, the TPH voluntary guideline of 3000 mg/kg could not reduce cancer risk to 10^<-5>. To reduce human health risks appropriately, individual contaminants in oil needed to be evaluated.
