Stress profile at the surface of a polarization-holding fiber preform having isolated stress-producing lobes was measured by a quarter-wave plate method. It was experimentally and theoretically verified that the surface stress was compressive anywhere along the circumference of the preform. The results of tensile tests carried out on the fiber, which was drawn from the preform, showed strength well comparable to that of ordinary optical fibers having no stress-producing lobes.
