A simple formalism for bunch lengthening in electron storage rings is given as an equilibrium state of the electron distribution in the longitudinal phase space, which is determined by the balance of quantum excitation, radiation damping, longitudinal coherent instability and Landau damping of the instability. The parameter dependence of the bunch lengthening is compared with other formulas. A numerical application of the new formula is given for several electron storage rings.
