Electrostatic instability of a cylindrical, collision-free injected plasma of zero temperature in longitudinal magnetic field is investigated. In particular, our attention is directed towards the effect of steady radial velocities of the electron and ion on the instabilities of m=0 and m=1, where m is the azimuthal wave number. Linearized equations are set up to obtain the dispersion on the basis of the macroscopic picture and the quasi-static approximation. The result for the case of extremely low density shows that eight modes for m=1 and six m=0 may exist and the steady radial motions result in damping or growing of the electrostatic instability, depending on the condition. The approximate formulae for the rate of the damping or growing are presented.
