Discussions will be given to clarify the steady state properties of a collision-free, cylindrical plasma of zero temperature in the presence of longitudinal magnetic field, with the aim of studying injected or synthesized plasma. In the analysis, the author proposes a new picture that the space charge field arising from inequality of charge density between the electron and ion may control the radial velocities of the electron and ion to satisfy a condition imposed on the total radial current density. The most realistic condition is such that the total current density is equal to zero. The present paper deals first with the potential and kinetic energies or velocities as a function of radial coordinate for homogeneous plasmas. Secondly, the collection of charged particles on a cylindrical electrode which is parallel to the direction of the magnetic field, is discussed. The third is concerned with the steady transient time and the focusing or spreading.
