Differential equations describing time-dependent behavior of a pulsed laser-pumped maser are derived in the self-consistent formalism using the density matrix equation and the Maxwell equations. Numerical analysis based on the equations shows that the maser action can occur even when the steady state operation looks impossible. Experimental results on a 24 GH_z laser-pumped ruby maser are described and compared with the theoretical calculations.
