Weather Routing is a technique of optimizing the entire route depending on the estimated weather and sea states. But, the estimation can not always be perfect, that the local optimization will also be necessary and of worth. This paper is an approach from the latter aspect to the problem of planning ship's course, and the author desires that design work and operation of ship will become tied more closely by applying the proposal made in the paper.
