From the point of view of safety of life and ship at sea, it has been recognized that it is necessary to establish a suitable standard of stability for ship. However, it is not exaggeration to say that no conspicuous progress has so far been made with this matter, inasmuch as this involves complicated as well as a difficult problem.For the past few years, however, a strong desire was raised among the interested quarters, home and abroad, to establish some standard of stability. In the International Convention for the Safety of Life at Sea, 1948,for instance, it is recommended that a study be made by Governments of the subject of stability and that informetion on this subject be exchanged between Governments.and U. S. S. R., a standard has already been established excepting In the U. S. the effect of wave which is the most difficult problem.In our country, the Ministry of Transportation set to work to amend regulations under the Law for the Safety of Ships and has determined the policy to establish the standard of stability for ship as one of the major works involved therewith.For this purpose, the comprehensive study has been commenced in close cooperation with the official and private authorities such as Tokyo University, Kyushu University, Transportation Technical Research Institute, Nippon Kaiji Kyokai (Japanese Marine Corporation), etc.Passenger ship was taken as the object of study at its first step. The study made so rapid a progress than excepted that we were able to establish the standard for small crafts and passenger ships such as Smooth Water, Coasting, Greater Coasting and Ocean Going Services. The Ministry of Transportation has already put into effect the inspection basing upon this standard and has prepared to introduce it into legislation.
