A method for evaluating the seakeeping performance of ships in the initial ship design is presented. A concept of 'mission effectiveness' which gives a quantitative index of the effects of seakeeping performance on ship-system capability is introduced. In order to evaluate the mission effectiveness, formulations, commonly used in the reliability analysis of engineering system, is applied, considering that the ship-system is presented by the combination of subsystems onboard, grouped under their functions. For the determination of the effectiveness of subsystems, performance degradation of subsystems due to ship responses are made and/or estimated by using results of research works on seakeeping quality of ships so far. In evaluating the mission effectiveness of ships at sea, two kinds of mission effectiveness; short-term and long-term mission effectiveness, are considered and analyzed, by applying the statistical prediction method and a method of simulation. The present method is applied for evaluating the effect of seakeeping performance on mission effectiveness of ship-system and performance effectiveness of ship subsystems for several kinds of patrol boats which are assumed to be operated under the same mission 'Salvage of a ship in distress at sea'. As the results of the study, the method introduced here is ensured to be useful in evaluating the seakeeping performance of ships at sea.
