As Information Technology(IT) has become more powerful and inexpensive, its applications have been used more widely in various business areas. In the area of supporting managers, Information Systems(IS) called Decision Support Systems(DSS) have been introduced for lower and middle managers and staff in many firms since the 1970s. Furthermore, since late 1970s, IS targeting top managers or executives and called Executive Information Systems(EIS) or Executive Support Systems(ESS) have been introduced in a growing number of firms in USA. In Japan, the interest in EIS has been surging recently. However, although the theoretical framework for DSS have been extensively studied by many researchers, it seems that the theoretical framework for EIS have not been studied well and, especially in Japan, there seems to be some confusion between the concept of DSS and that of EIS. The aim of this paper is to propose a new theoretical framework for EIS. For this purpose, we first distinguish EIS from DSS by defining EIS to be a system that supports the three major roles of executives demonstrated by Mintzberg(l973). Then we review and evaluate previous EIS studies and make clear several important points to develop an effective EIS.
