High Altitude Platform Station (HAPS) system is considered as one of the most effective solutions to provide high quality wireless communication services. In this paper, we investigate the network architecture of the high speed portable internet service using HAPS for application of Mobile IP. There are six cases about the network architecture using HAPS for Mobile IP. We estimate the signaling costs of six cases, and compare it to that of the conventional terrestrial system. The signaling costs of five cases are lower than that of the conventional terrestrial system. This fact shows that the high speed portable internet service using HAPS has the advantage for mobility management comparing the conventional terrestrial system.
