Traffic in snow areas is frequently paralyzed in the snow season. In many cases, countermeasures, such as snow removal by machine, encounter many difficulties. Such being the case, we have proposed a system of street management levels for snow removal. The Markov Chain Theory and the Multivariate Theory are applied to evaluate streets as to their functions of traffic flow and as urban facilities, respectively. Finally, both of the results are combined into the system.
