Hanshin-Awaji Great Earhquake has caused great damage in Hanshin and Awaji area. We have learned much from the earthquake. Many cities in Japan are difficult in physical preparation for disaster prevention and promotion of social preparation is very important. The objective of this study is to search the structure and parformance of the Community Self-help Organization (CSO) in Kobe at Hanshin-Awaji Great Earthquake, and also to search the present situation in Kyoto. Based on the result of this study, we recommend the development of integrated community self-help organization as a social preparation against disaster.
