Multi-target response law in cellular radiation biology has been extended to clinical dose fractionation schedules. Hypoxic cell component in tumors makes this extention very confused. Hall promoted rethinking of the oxygen effect in the radiotherapy. This paper presents this rethinking in terms of TCD_<90> or 90% tumor control dose.
