A soliton-gas model is proposed to describe the orderly energy-level structures inquantum chaos. By diagonalizing the model Hamilton matrix, we SIIOW that ourmodel leads to the transition froxn Poisson to GOE-like level-spacing distribution inthe small spacing regime and that tlais transition depends on both tlae soliton densityand the fluctuation of acceleration induced by collisions of solitons. Fitting of spec-7z'al z'igidity (w'hat is called ,J-statistics) in the transition regime to a theoretically pro-posed one is also carried out. In tlais case, it does not come to fit to the Gaussian or-thogonal ensemble prediction. This can be considered to reflect tlte coherent nature ofsolitons lying behind the irregular spectra. Reflecting the fact that the number oflevels is large, saturation of the rigidity is not observed. In addition, we discuss apossibility of applying our model to the recent experiment on diamagnetic Rydbergatoms.soliton gas, quantum irregular spectra, quantum chaos, parametric naotion
