The ground-state rotational band in "'Er has been investigated throughmultiple Coulomb excitation with a 160-MeV "Cl beam, Excited states up to25/2" were established by measuring y-7 coincidences and y-ray angular dis-tributions. Nuclear lifetimes for levels up to spin 23/2 have been determined byanalysis of Doppler broadened 7-ray lineshapes. Considerable signature depend-ence was observed in level energies and Ml transition probabilities.
