It is predicted that spin-singlet superfluidity can be realized in a submonolayer'He film on the surface of thin film of superfluid 'lB[e. The basic mechanism ofthe superfluidity is the attraction between 'HC quasi particles arising from ox-change of virtual third sound qua,nta.It is argued that the superfluid transition of 'He film is of Kosterlitz-ThouJessnature if the 'He film is thick, and changes its nature as the 'He thickness isreduced, with a crossover thickness of - 2 atomic layers.Several experiments are suggested to detect the new phase transition, to testwhether the proposed mechanism is really working, a.nd to exanaine the nature ofthe transition. The transition temperature is estima.ted to be in a temperaturerange attainable with a dilution refrigerator.
