A relaxation mechanism for the externally excited radial electric field in a tokamak plasma is investigated in the "banana" regime. It is shown that the damping time scale is of the order δ^<3/2>/ν_<ii>q^2, where δ is the inverse aspect ratio, ν_<ii> the ion-ion collision frequency, q the safety factor. The plasma in a tokamak is found to have a large effective dielectric constant by a factor q^2/δ^2.
