Recent observations of a stretched exponential relaxation of the current on a ceramic Y-Ba-Cu-O by Masuda et al. and of the torque on a ceramic La-Ba-Cu-O by Giovannella et al. are suggestive of the existence of a hierarchically organized vortex glass. We obtain the I-V characteristics for such a vortex glass to show that it is a superconducting state with zero resistance below the glass-transition temperature. The formation of pinning centers and its relevance to phase transitions are discussed briefly.
