The free energy evaluatedin the saddle point ;tpproxitaaation arotrrad 21 static vortex decreases abruptly at a certain criticalvaltre of the applied superflow velocity. This critical behaxxior is consistent xvith the experitneratalrestrlt of' vortex ntrcleation Toy a naoving ton. Tlae dissipation effects are also discussed witlain thecontext of the dauaaped harrttonic oscillator apjcroxi?n?rtion.
