Local Governments in Japan are now faced with radical change of their environment. Personal networking is a critical technique for administrators to cope with these situation. New ideas and vital information go through such open and personal network. However, most Japanese organizations are constructed on a basic human relations typified in closed small groups called "Sho Shudan Shugi", which creates a strong psychological barrier and blocks personal network. This study shows empirical evidences on the effects of "Sho Shudan Shugi" on personal networking and reviews the assumption that "Sho Shudan Shugl" is a basic organizing principle and that it will be able to remain despite the environmental pressures.
