The dynamics of non-spherical elliptical galaxies is studied with the tensor virial equations on an assumption of self-similar ellipsoidal density distribution. The case of no rotation, isotropic velocity distribution, and no damping is treated in this paper I. The basic equations are integrated numerically under various initial values of axial ratio and kinetic to total energy ratio. For a large range of initial values the elliptical galaxy pulsates between oblate and prolate shapes with the period of 6〜19 times the dynamical time scale t_1 at least for the age of the galaxy 〜100t_1.
