We investigate R^2 gravity with dynamical torsion in two spacetime dimensions. We propose Yang-Mills-like formulation of it which can be considered as a deformation of topological ISO(1, 1) gauge theory. Quantization on the cylindrical spacetime is performed by means of BRS formalism. We also show that the system reduces to topological abelian gauge theory in a certain parameter region.
