The historical role of colonialism is defined as the hasis of the change in political functions which participate in deciding economic development. This article aimes to analyze relations between colonialism and economic development, especially in Germany. It seems strange to speak of German colonialism after the First World War, since Germany no longer possessed any colonies, but nevertheless the problem was a real one, "Colonialism without colonies" (Kolonialismus ohne Kolonien). The Obligation to pay reparations exerts a pressure on German Economy. Germany could pay them by means of a so-called "export surplus", which is built up by checking imports and simulating exports. This burden made Germany manipulate a colonial policy in new form in spte of the loss of all the colonies. Main body of the new colonial policy consists of two kind of Kolonialgesellschaften, i.e. "Colonial Society" and "colonial companies". 1) The new colonial policy had an important effect upon both domestic and foreign policies of other countries through the indirect control which combines mutual interests harmonically. 2) A program of propaganda designed to maintain the German interest in the former colonies was carried out vigorously. This Neue Kolonialpolitik concentrating all efforts in seeking overseas markets, is a part of German Imperialism, too. But it does not imply mere continuation of the classical colonialism, or rather took the form of Antikolonialismus von Nick-Kolonialreich. The writer intends to clarify its essence through and analysis of market structure.
