It goes without saying that Hokkaido played an important role in the capitalistic development of nineteenth century Japan and its economic exploitation constituted one of the objectives of economic policies of the Meiji government. The author points out how Hokkaido was important as a market for the developing industries and as a settlement colony for the overflowing population in the main island from the 1870's through the 1910's and discusses the policies developed for its exploiation and how those policies worked out. The policy in the early stage was a part of the Shokusan-Kogyo Seisaku which was the general policy of the day in aiming to encourage industry as a whole. The result was only experimental and proved fruitless. In the later stage when tha exploitation program became more systematic, more effective progress should have been expected. However, at that time, the focus of the government's colonial policy had already shifted form Hokkaido to other colonies newly obtained on the continent. Thus the exploitation program in Hokkaido was rather neglected.
