On the basis of the macroscopic causality and the relativistic covariance it is shown that the scattering amplitudes are regular in the upper half plane as a function of the energy of the bombarding particle. This conclusion also holds for the theory in which the Hamiltonian does not exist, such as non-local field theory, so far as the theory is covariant. In order to require the macroscopic causality the scattering is investigated by means of the wave-packetformalism. The comparison with the result of non-relativistic theory is also discussed.
